Change Cargo Provider (changeCargoProvider)

This service is used to change the cargo provides of packages.

• This operation can only be done once in 5 minutes for a package.
• You should check the package after changed cargo provider by getShipmentPackages service.
• If TEX cargo has no limit, you can not change the provider by using TEXMP.
